The Pakistan Country Coordinating Mechanism (CCM) is a "national consensus group" which has been established in response to requirements and recommendations of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) as an overall guiding body for the use of Global Fund (GF) grants. The GF recognizes that through a country driven, coordinated and multi sectoral approach involving all relevant partners, additional resources can have a significant impact on the reduction of infections, illness and death from the three diseases. The GF recommends that all countries strive to include as CCM members representatives of the Academic/Educational Sector; Government; NGOs/Community-Based Organisations; People living with or/ effected by the Disease; Private Sector; Religious/Faith-Based Organisations; Multilateral and Bilateral Development Partners in-country.

The CCM pulls together a variety of actors, each with unique skills, background and experience.  The major functions of the CCM is to be involved in the development of proposals and decisions on the allocation and utilization of the Global Fund financial resources, to be involved in the selection of a Principal Recipient (PR) to oversee and manage the GF award, to monitor the implementation of activities under the GF, to evaluate the performance of the GF awards and the PR, and to ensure linkages and consistency between the GF assistance and other development and health assistance programs in support of national priorities.

Additional Points:

  1. CCM membership is on voluntarily basis, therefore all the Civil Society CCM members will settle their financial claims within their parent department.
  2. CCM membership requires active participation.  Membership will be forfeited by non-attendance after two meeting. 
  3. Civil Society CCM members are required to provide updates to their constituency members that have elected to represent on CCM forum - represent their views when necessary and appropriate.  (Constituency Members of Civil Society are welcome to attend as observers and may attend any CCM meetings, as non voting members) regardless of voting status.

The CCM Secretariat invites EOI from National and International NGO in Pakistan preferably working on HIV/AIDS, TB and Malaria Control Interventions to run for four seats on the CCM. 

At present, the CCM of Pakistan is seeking to instate an open and transparent process of electing Civil Society Organizations (CSOs) to the CCM to represent the constituency of CSOs working in health, particularly AIDS, TB and Malaria, all over Pakistan.   The CCM in Pakistan hosts four reserved seats for CS membership. 

Process

At this time, we invite all those interested organizations, which receive this email to follow these steps:

  1. Register with the Civil Society Election Committee by accessing the following web link: http://www.ccmelections.org. You should then complete the registration form online by carefully reading the instructions.
  2. There are only 4 seats for the civil society to represent in CCM. Out of 4, one is specifically allocated for HIV & AIDS, one for Tuberculosis and one to Malaria. The 4th seat is open for all health NGOs to contest but while registering yourself you must be sure as if you are working in HIV & AIDS sector, you can only be a candidate for HIV & AIDS seat or can only contest in all health NGOs category in CCM.
  3. If your organization is interested in standing for election to the CCM, you should mark ‘yes’ in the last section of the online registration form by reading the eligibility criteria.  All the documents must Post too CCM Secretariat at

  4. Voters are only requested to post or either sends scanned copies of their valid registration certificate to the above mentioned postal address or to the mail account ccmelections@hotmail.com.
  5. The CCM election committee will then scrutinized all the information provided by the Candidates and Voters and will upload the finalized list of candidates and Voters by 11th October 2008.
  6. Once your name is published in the finalized approval list you can then get your voting number online by entering your organization registration number from 12th to 15th October 2008.
  7. Elections will be started from 16th October 9-am and end by 17th October 5 pm sharp.  You will be allowed to login through your voting number and cast your valuable vote to the suitable candidates.
  8. Final announcement of results will be on 24th October 2008.
